PURPOSE: A seat plate tilting device and a chair including the same are provided to maintain the backbone and thigh at a predetermined angle. CONSTITUTION: A seat plate tilting device comprises a seat plate(10), a leg part(20), and an adjusting part(30). On the seat plate, a user takes a seat. The leg part is equipped with a rotary leg in order to facilitate rotation and movement. The adjusting part is installed in the lower part of the seat plate formed in a square plane shape and is equipped with a height adjusting part and an angle adjusting part.
