PURPOSE: A heating/insulating device for heating or insulating an external container or contents in the external container is provided to improve portability using a battery pack and to prevent being rapidly cooled hot beverages by heating a container. CONSTITUTION: A heating/insulating device for heating or insulating an external container or contents in the external container comprises a body(100) and a heating element(50). The body is formed to be coupled with an opening of an external container. The body comprises a flat bottom plane capable of reversing the external container. The body comprises a first sub-body(110) and a second sub-body(120). The first sub-body includes a heating element. The second sub-body includes a battery pack for supplying electrical energy to the heating element. The heating element is projected from the upper center of the body. The heating element converts the electrical energy into heat energy.
