PURPOSE: A steel plate for a high intensity, high tenacity and high transform ability line pipe and a manufacturing method thereof are provided to satisfy mechanical property for API-X100 class. CONSTITUTION: A steel plate for a high intensity, high tenacity and high transform ability line pipe comprises carbon(C) 0.03~0.08%, silicon(Si) 0.05~0.50%, manganese(Mn) 1.4~2.0%, aluminum(Al) 0.01~0.05%, titanium(Ti) 0.005~0.02%, niobium(Nb) 0.02~0.07%, nitrogen(N) 0.003~0.01%, calcium(Ca) 0.0005~0.004%, vanadium(V) less than 0.05%, nickel(Ni) less than 0.4% copper less than 0.5%(Cu) phosphorus(P) less than 0.02%, sulfur(S) less than 0.005%, inevitable remnant iron(Fe), and impurities. A micro-structure comprises martensite(MA) 3~10%, ferrite 5~20% and remnant bainite.
