PURPOSE: An artificial turf water permeable elasticity pavement is provided to improve the tensile force of rice hulls and to make structure for artificial turf and natural turf. CONSTITUTION: An artificial turf water permeable elasticity pavement comprises an artificial lawn layer(21) and a rice hulls mixture layer(40). The rice hulls mixture layer comprises a thermosetting resin uniting rice hulls(11) and turf seeds(22) The rice hulls mixture layer comprises husks or stems of herbaceous plant. A filling material layer comprises a plurality of rice hulls chips united as pressurized granule.
