PURPOSE: A slab cooling control device and method are provided to periodically measure the surface temperature of a slab including niobium and reduce temperature differences in the width direction of the slab. CONSTITUTION: A slab cooling control device(100) comprises a temperature measuring unit(110), a spray amount control unit(130), and a control unit(170). The temperature measuring unit is installed between a bending portion and a correcting portion of a strand and measures the surface temperature of a slab in a width direction. The spray amount control unit controls the cooling water amount of spray units provided to the central and edge portions of the slab. The control unit controls the cooling water amount through the spray amount control unit based on the surface temperature measured by the temperature measuring unit in order to maintain the edge portion of the slab between the bending portion and the correcting portion of the strand at a set or higher temperature.
