PURPOSE: Alkali sludge for reducing phosphorus, a method for manufacturing the alkali sludge, a method for reducing phosphorous from sewage and wastewater using the alkali sludge, and a sewage and wastewater treating apparatus for implementing the methods are provided to satisfy the stricter standard of water quality by eliminating phosphorus from sewage and wastewater. CONSTITUTION: Alkali sludge is introduced into a biological reactor(100). Alkali compound is introduced into the alkali sludge to be mixed for 2 to 12 hours. 0.05-15 volume% of the alkali compound based on 3 weight % of concentration is introduced into the total volume of the alkali sludge with 0.7 weight% of sludge solid parts. The alkali compound is intermittently introduced into the sludge for 10 to 50 times. While the intermittent introduction process, the introduction of the alkali compound is continued for 3 to 8 minutes and is stopped for 8 to 15 minutes. The alkali compound is one or more selected from NaOCl, Ca(OCl)_2, NaOH, KOH, NaHCO_3, KHCO_3, Mg(OH)_2, 2Na_2CO_3-3H_2O, Ca(OH)_2, CaO, and MgO.
