PURPOSE: A pad for absorbing oil on inland and outland water is provided to prevent oil components induced into the inner side of the pad from being leaked to the outer side of the pad and to efficiently eliminate the oil components. CONSTITUTION: A pad for absorbing oil is used for eliminating oil components on the inner surface and the outer surface of water. A plurality of nets is stacked, and outer circumference parts of the stacked nets are sewn or attached to form a pad(10) for absorbing oil. Non-moisture absorbing type synthetic resin-based yarn is woven to form network of pre-determined sizes to form the nets. The sizes of the network on nets are increased from the outer side to the inner side of the pad.
