<p>PURPOSE: A display panel and a flat display device including the same are provided to prevent an inner circuit from being damaged due to static electricity by minimizing the static electricity inputted to the display panel through a test panel. CONSTITUTION: A first substrate(120) includes a cell region and a pad region. A shorting bar(126) is formed on an edge(123) except the cell area of the first substrate. A plurality of test pads(124) are formed between the shorting bar and an electrostatic preventing circuit(132,134) and comprises a bottom electrode and a top electrode.
