PURPOSE: A shift register and a flat panel display apparatus using the same are provided to apply power which is higher or lower than discharge voltage, thereby eliminating elements which generate leakage. CONSTITUTION: An up-down driving part(310) successively outputs an output signal. A first discharge voltage supply part(320) supplies first discharge voltage to the up-down driving part. A second discharge voltage supply part(330) supplies voltage higher or lower than the first discharge voltage. Voltage which has the same level as the first discharge voltage is supplied to a transistor.
