PURPOSE: A second sheath composition is provided to protect an outer cover from contraction or the expansion, damage, or vibrations and shocks due to various causes, and to independently contract or expand, regardless of a first outer cover material, which is in direct contact with the conductor of a wire. CONSTITUTION: A second sheath composition comprises 30-50 wt% SEBS (styrene-ethylene/butylene-styrene) block copolymer, 20-40 wt% oil, and 20-40 wt% polypropylene, and 5-11 wt% filler. The oil is white oil. The filler is calcium carbonate and carbon black. The content of the calcium carbonate is 5-10 wt%. The content of the carbon black is 0.5-1 wt%. A heating device has a second sheath of wires, which is manufactured with the above composition, for protecting the outer cover.
