The present invention discloses a method and an apparatus for terminal updating network locking, and the method includes: after a network locking update condition is triggered, the terminal initiates a network locking configuration file update request to a system device, and the network locking configuration file includes network locking parameters, network locking conditions and network locking restrictions (S101); the terminal receives an update response message fed back from the system device, and updates the network locking configuration file configured currently by the terminal when the update response message indicates that a newer network locking configuration file exists, thus accomplishing the update of the network locking (S102). The present invention makes the network locking solution independent of the software version, enables the network locking modes to be more flexible, and can update th terminal with an extremely low cost, thus improving the efficiency for updating the customized requirements in the aspect of network locking by operators.
