The present invention prevents blocking of a reaction pipe line disposed within a multi-pipe or double-pipe heat exchanger to enable continuous operation for extended periods of time. That is, there is provided a device for producing gas hydrate comprising a multi-pipe or double-pipe device for generating gas hydrate (1) having a reaction pipe line (2) for flowing raw material water (w) and raw material gas (g) and a refrigerant circulation area (3) which circulates refrigerant (c) and cools the reaction pipe line (2), wherein a coil spring (4) is disposed inside the reaction pipe line (2) along the longitudinal direction of the reaction pipe line (2).
