PURPOSE: A surface treating agent composition for concrete is provided to enhance mechanical property of the concrete and control neutralization by including silicate based inorganic binder, hardening agent, and acidity controller in a proper rate. CONSTITUTION: A surface treating agent composition for concrete comprises purified water, silicate based inorganic binder, hardening agent, and acidity control. The silicate based inorganic binder comprises 10-70 parts by weight of potassium silicate, 10-70 parts by weight of sodium silicate, and 1-20 parts by weight of lithium silicate. The lithium silicate has particle size of 10-20 nano-meters. The surface treating agent composition for concrete comprises 60 parts by weight of purified water, 21-160 parts by weight of silicate based inorganic binder, 0.01-1 parts by weight of the hardening agent, and 0.01-1 parts by weight of acidity control. The hardening agent consists of hydrofluosilicic acid.
