PURPOSE: A roll forming apparatus and a wheel rim manufacturing method using the same are provided to improve the strength and durability of a wheel rim without increasing the thickness of a steel sheet. CONSTITUTION: A roll forming apparatus comprises an inner molding roll unit(10) and an outer molding roll unit(20). The inner molding roll unit comprises a plurality of first rolls(11) which are arranged at regular interval in a circular form and have inner paths, respectively. The outer molding roll unit comprises a plurality of second rolls(21) which are arranged at regular interval in a circular form and have inner paths. A gap is formed between the second rolls and the exterior of the inner molding roll unit, where a steel sheet is inserted.
