PURPOSE: A conditional access system for a digital broadcasting receiver and a method thereof are provided to enable a user to conveniently use the digital broadcasting receiver by providing CAS(Conditional Access System) service based on the available watching time. CONSTITUTION: A management unit(110) compares a channel watch right of the EMM(Entitlement Management Message) from a CAS server and a channel watch right of ECM(Entitlement Control Message) from the selected channel. The management unit creates CAS message and transmits the CAS message to a user by the result of the comparison. A data process unit(130) displays the CAS menu to a screen and offers a receiving limiting cycle and a predetermined time information to the management unit.
