In a pipeline of heating steam condensate of fuel oil heaters connected into a fuel oil pipeline upstream boiler there is a heat pump plant evaporator connected, and a condenser of such plant is connected into a pipeline of coolant circulation in a power supply system of a snow-melting plant located in the territory of a thermal power plant. ^ EFFECT: invention makes it possible to increase cost-effectiveness of a thermal power plant due to reduction of heat losses with condensate of heating steam from surface steam fuel-oil heaters connected into a fuel-oil pipeline upstream boilers. ^ 1 dwg
