PURPOSE: An external use skin composition for skin whitening is provided to suppress melanin activity without skin irritation and remove keratin. CONSTITUTION: A method for manufacturing an external use skin composition comprises: a step of mixing green tea leaves, Artemisia capillaris Thunb and salt and fermenting for 6-12 months; a step of repeating fermentation and extraction to obtain fermentation extract of green tea and Artemisia capillaris Thunb; a step of adding 30-50 weight parts of Phellinus yucatensis and 20-30 weight parts of Cnidii Rhizoma and heating for 1-3 hours; a step of filtering to obtain a first additive; and a step of adding the first additive to the fermentation extract and fermenting for 6-12 months. A mask pack is obtained by immersing the composition in a mask pack.
