PURPOSE: A flexible board and a manufacturing method thereof are provided to reduce manufacturing costs by forming a primer layer and a base film at the same time through line coating. CONSTITUTION: A base film is composed of a polyethylene naphthalate resin. Nano diamond powder is mixed to the polyethylene naphthalate resin in order to improve a property of matter including transparency and dimensional stability. The size of the nano diamond powder is 1 to 100nm. A primer layer is formed on one side of the base film. The primer layer is composed of a polysilazane material. A transparent conductive film is formed on one side of the base film. The transparent conductive film is composed of a graphen thin film. An inorganic barrier layer is laminated on the primer layer.
