<P>PROBLEM TO BE SOLVED: To provide an economical separation means of a product such as liquid fertilizer in subcritical water treatment of organic matter residue, organic sludge dehydration residue, household waste or the like. <P>SOLUTION: In the subcritical water treatment 2 of the organic matter residue, organic matter sludge residue, household waste or the like, the product is made to be a liquid or slurry product 3, which is introduced into pressurization floating facility 6 with a reaction vessel 5 that generates microbubbles, and uniform treated water 7 having effect as uniform liquid fertilizer is obtained by allowing suspended material in the product to be floated and separated. The floated suspended material is recirculated to the subcritical water treatment 2 as it is or by addition of iron-containing material 11 till harmful substance concentration is increased, and the subcritical water treatment 2 is applied to an organic matter to recover the organic matter of low molecular weight.
