<P>PROBLEM TO BE SOLVED: To provide a cage for a rolling bearing capable of reducing a rotational torque and also suppressing burning of a sliding part, and the rolling bearing. <P>SOLUTION: A first groove 51 extending in an extending direction of a column portion 33 is formed on the end surface on the inner side in a radial direction of the column portion 33 of the cage 5 for retaining a cone roller. The first groove 51 is formed such that the depth becomes gradually shallow as it is close to the end on the side of a large diameter annular portion 30 of the first groove 51 on the large diameter annular portion 30 side in the extending direction of the first groove.
