[Problem] To implement an assembly method by which tuning, in order to displace the steering wheel frontward in a stable manner during secondary impact, is made easy, and an elimination of any opening in the engagement section between a vehicle-body-side bracket (11) and a locking capsule (47a) is ensured, mitigating the swinging displacement of the steering column caused by such openings. [Solution] A portion of capsule-side small through-holes (49a) and small notch cut-outs (55a), selected from a plurality of capsule-side small through-holes (49a, 49b) and a plurality of small notch cut-outs (55a, 55b), are aligned, and a pin-shaped member (58) is formed so as to bridge the aligned small through-holes and small cut-outs. The pin-shaped member (58) is subsequently broken, and the positional relationship between the locking capsule (47a) and the vehicle-body-side bracket (11) defines the state of a completed assembly. The remaining capsule-side small through-holes (49b), the remaining small notch cut-outs (55b) and a small through-hole (54) are aligned, and locking pins (50, 50a), formed so as to bridge the cut-outs and through holes, are broken at the time of the secondary impact.
