PURPOSE: Fluorinated polycarbonate diol is provided to have excellent light-proof properties comparison with polyester or polyether, thereby having excellent weatherability and obtaining fluorinated urethane polymers having high adhesion to surface, and excellent durability through reactions with various diisocyanate. CONSTITUTION: Fluorinated polycarbonate diol is in chemical formula 1 or chemical formula 2. In chemical formulas, R1, R2, R3 or R4 is same or different each other, is fluorine or hydrogen, but all of them should not be hydrogen, and n is the integer of 1-4. A manufacturing method of the fluorinated polycarbonate diol comprises a step of reacting alkyl carbonate, and propylene glycol of which 1-4 fluorine are substituted or ethylene glycol of which 1-4 fluorine are substituted under the presence of a complex compound having a structure of dialkylaluminum, zinc dialkyl, aluminum acetoacetate, or ZnB2-3Cl[Co(CN)6]2t-BuOH-H2O as a catalyst.
