Provided in the present invention are a method, an apparatus and a system for informing network capabilities. The method includes: obtaining the network capabilities of the network which a terminal device currently accesses; transmitting to the terminal device a Non-Access Stratum (NAS) message which carries indication information indicating the network capabilities, so that the terminal device updates the locally stored network capabilities according to the indication information. The apparatus includes an obtaining module and a transmit module. The system includes a mobility management device and a terminal device according to the embodiments of the present invention. The method, apparatus and system in the present invention enable, by transmitting to the terminal device an NAS message which carries indication information indicating the network capabilities, the terminal device to be informed of the network capabilities of the currently accessed network, thereby when in emergency the terminal device can determine whether to initiate a non-speech emergency session to the network, thus the functionality and convenience of the terminal device can be increased and the non-speech emergency service is further improved.
