PURPOSE: A rudder and a ship with the rudder are provided to save the construction cost of the ship by the use of a small capacity of a rudder driving unit since torque applied to a rotating shaft is controlled when the rudder is rotated. CONSTITUTION: A rudder comprises a blade and an moving member. The moving member comprises a body(231), horizontal plates(232) and horizontal pins(234). The blade comprises an axial hole, to which a rotating shaft connected to a hull. The moving member is installed to be able to move to the front of the blade as the rotating shaft rotates to the hull. The body is formed in a direction parallel to the length direction of the front of the blade. The horizontal plates are respectively coupled to the upper and lower ends of the body. The horizontal pins are coupled between the upper and lower ends of the body in a horizontal direction.
