PROBLEM TO BE SOLVED: To provide an oral dosage form including a non-toxic region encapsulating or surrounding a pharmaceutically toxic core or a potent core.

SOLUTION: The present invention overcomes the limitations of the prior art and provides additional benefits. Under one aspect of the invention, a pharmaceutical delivery system such as an oral dosage form (ODF) includes a hazardous drug encapsulated by the non-toxic region. The non-toxic region may be a pharmacologically inert substance and is a region such as a layer, a coating, or a shell that provides an isolation barrier between the toxic or potent interior and exterior contact.
