<P>PROBLEM TO BE SOLVED: To safely transmit control system data transmitted from an information system without having an adverse impact on a control system. <P>SOLUTION: An on-vehicle gateway device connecting the information system with the control system determines whether or not the control system is stable when it transmits data received from the information system to the control system. When the control system is in the stable state, the on-vehicle gateway device transmits the data to the control system. Moreover, even when the control system is in the unstable state, the on-vehicle gateway device holds the data without discarding it while the data from the information system is valid and waits for the control system to become in the stable state.
