PURPOSE: A heterogeneous network based location estimation system and method thereof are provided to calculate the location of a user terminal by confirming location information for a base station apparatus of each network. CONSTITUTION: An information storage server(300) stores location information for a base station apparatus of each network. A user terminal(100) requests the location information based on collected neighbor information. A positioning estimation server(200) forms a session for communicating with the user terminal. The location estimation server receives the location information for one or more base station apparatuses corresponding to the neighbor information from the information storage server. The position estimation server estimates the location of the user terminal.
