PROBLEM TO BE SOLVED: To provide a mobile communication system capable of limiting a management range of a user plane entity and performing relocation of the user plane entity excellently.

SOLUTION: An idle mode service area 15 and an active mode service area 16 are managed separately. When a terminal 13 in an idle mode has been moved beyond a boundary of the idle mode service area 15, a core network device 11 is switched. When the terminal 13 in an active mode has been moved beyond the boundary of the active mode service area 16, the core network device 11 is switched.
