PROBLEM TO BE SOLVED: To provide a telephone exchange, control method, program, and telephone system for reliably performing evacuation guidance.

SOLUTION: When an emergency earthquake prompt report is received from an emergency report center 16 via the Internet 15, a business office device 11 allows extension telephones 12-1 to 12-n facing a passage to successively ring toward an evacuation gate and also to be flickered. That is, an emergency report reception part 22 receives the emergency earthquake prompt report from the emergency report center 16 via the Internet 15. A memory 27 stores sequence information, etc. indicating the ringing sequence of the extension telephones 12-1 to 12-n for evacuation guidance. When the emergency earthquake prompt report is received, a guidance control part 29 controls the ringing of the respective extension telephones 12-1 to 12-n in order indicated by the sequence information and also cyclically.
