PURPOSE: An elastic pavement material for a track and a multipurpose stadium and a manufacturing method thereof are provided to minimize resistance with respect to contraction or expansion of an elastic layer and increase elastic deformation with respect to load applied to horizontal and vertical directions, thereby stably being restored. CONSTITUTION: An elastic pavement material for a track and a multipurpose stadium includes an anchor mat(10) and an elastic layer(20). Lattice shaped ridges and grooves are consecutively formed in the anchor mat by getting tangled multiple fivers of a synthetic resin material. The elastic layer is composed by combining binders and one of silica, an elastic rubber chip, or mixture of the silica and the elastic rubber chip. The elastic layer covers the ridges and the grooves of the anchor mat.
