<P>PROBLEM TO BE SOLVED: To provide a liquid droplet ejecting head capable of reducing size and cost while ensuring the capacity of a common liquid chamber, and to provide a liquid droplet ejecting device and an image forming apparatus mounted with the liquid droplet ejecting head. <P>SOLUTION: A driving IC 26 is provided to oppose to an outer surface of a frame substrate 9 so as to correspond to a region between two adjacent nozzle rows located at the second and the third position in a plurality of nozzle rows arranged in a direction intersecting the longitudinal direction of the nozzle row.
