<P>PROBLEM TO BE SOLVED: To realize a priority control method in a wireless multi-hop network having a narrow communication band. <P>SOLUTION: A gateway for managing a radio network prepares communication frames, to be transmitted by each terminal, for all terminals, allocates communication frames to communication with low priority, and at the time when priority control is required, temporarily stops communication with low priority according to a packet type and communication timing, and switches to communication with higher priority.
