<P>PROBLEM TO BE SOLVED: To provide an on-road communication system capable of providing correct signal information to an on-vehicle device. <P>SOLUTION: A traffic signal control device 1a creates signal information on a signal light color currently displayed (hereafter, referred to as signal light color when created), each signal light color scheduled to be displayed in the future and the duration of each signal light color, based on the signal light color when created, an elapsed time from the start of the signal light color when created, and a lighting time of each signal light color. Then, the device 1a calculates a time required from transmission of the signal information to each of on-road devices 2 installed on each road flowing into a traffic intersection I through transmission of the signal information from each of the on-road devices 2 to each on-vehicle device 3 ΔT (hereafter, referred to as a time required for communication ΔT). The device 1a corrects the signal information based on the time required for communication ΔT and transmits it to each of the on-road devices 2.
