<P>PROBLEM TO BE SOLVED: To reduce a load of image encoding. <P>SOLUTION: A filter control part 501 determines on/off of an adaptive loop filter on the basis of information on the type of an image subjected to adaptive loop filter processing. An ON/OFF part 511 controls operation of a filter coefficient calculation part 512 according to the value of on/off information supplied from the filter control part 501. When an ON/OFF flag is ON, the filter coefficient calculation part 512 calculates the filter coefficient of the adaptive loop filter processing. A filtering part 513 performs the adaptive loop filter processing on a deblock-filtered image supplied from a deblock filter 111, using the filter coefficient.
