The device (22) has a heating element (26) arranged on a cylindrical or round-cylindrical pipe-shaped metallic carrier (24) whose natural oscillation behavior, acoustic properties and natural frequency are changed by continuous deformation at both ends of the carrier. The carrier is closed, and comprises continuous uniform internal and external surfaces. The carrier is deformed rotationally symmetrical about a central longitudinal axis (L) of the carrier. The carrier is bead or collar-like and/or deformed inwardly or outwardly such as multiple alternately curved bending. An independent claim is also included for a pump comprising a pumping chamber.
