PURPOSE: An electrophoretic display device is provided to easily assign bistable features to charged particles. CONSTITUTION: A fluid layer(400) is located on a first insulating layer. The fluid layer has fluid and charged particles. A second substrate faces a first substrate. The fluid layer is formed between the first and second substrates. The second substrate includes a second electrode which faces the first electrode. A second insulating layer(600) is located between the second electrode and the fluid layer. The second insulating layer faces the first insulating layer.
