PROBLEM TO BE SOLVED: To eliminate such a trouble as to repeat restart and stop of charging control when oscillation of the pilot signal is continued after the completion of charging in a charging system for vehicles which implements external charging based on a pilot signal.

SOLUTION: A vehicle ECU 170 for a charging system in a vehicle 10 capable of being charged using electric power from an external power supply 402 through a charging cable 300 includes a charging control section 508 for implementing a charging operation and a start control section 507 for starting the charging control section 508 in response to a pilot signal CPLT. The charging control section 508 determines prohibition or permission of the next charging operation based on a completion factor upon the completion of the charging operation.
