<P>PROBLEM TO BE SOLVED: To inhibit scattering of dust caused in removing dust in a cleaner, to suppress adhesion of dust in a dust collection part, and to make discharge air from the cleaner odorless or less odorous by eliminating or reducing odors contained in dust. <P>SOLUTION: A dust scattering inhibitor is provided containing a granular substance 2 obtained by impregnating a solution containing a vegetable essential oil, an organic antibacterial agent and a cationic antibacterial agent into a porous carrier. The vegetable essential oil is eucalyptus perfume, the solvent of the solution is ethyl alcohol and liquid paraffin, and the carrier granules are preferably porous cellulose granules. The granular substance 2 is preferably a composition containing 0.01-10 g of the organic antibacterial agent, 0.01-10 g of the cationic antibacterial agent, 1-10 g of ethyl alcohol, 10-100 g of liquid paraffin, 1-30 g of eucalyptus perfume, and 100 g of porous cellulose granules. The granular substance 2 is enclosed in an air-permeable bag 1 such as a nonwoven fabric bag.
