PURPOSE: An earthquake-proof and vibration-proof incoming/distributing cabinet panel is provided to minimize damage due to external shock by the formation of a device for preventing vibration transfer to the lower part of a body frame thereof. CONSTITUTION: An elastic support(10) is formed in the lower part of a body frame(100) to reduce vibration transfer from a bottom(1). The elastic support comprises an upper plate fixed to the body frame, a lower plate fixed to the bottom, a rubber for the connection between the upper and lower plates, and a laminating plate made of metal materials. An auxiliary vibration-proof unit(20) is installed on both sides of the lower part of the body frame. The top of the auxiliary vibration-proof unit is coupled with the body frame by a first fastening bolt(21).
