PURPOSE: A transmission power determination apparatus in a relay network and relay network system are provided to minimize or optimized transmission power by calculating transmission power rates between a source node and a relay node. CONSTITUTION: A transmission power determination apparatus acquires a channel state within a relay network(910). When a predetermined condition is satisfied, the transmission power determination apparatus calculates transmission power rates by considering of the channel state(912, 914). In case the predetermined condition is not satisfied, the transmission power rate is determined to a predetermined value(916). The transmission power determination apparatus determines the transmission power according to the determined transmission power rates(918).
