PURPOSE: A device for installing a wire pipe between a manhole and a manhole and a method for constructing a wire between the manhole and the manhole are provided to bury a manhole wire pipe by one line, thereby obtaining perfect waterproofing effects. CONSTITUTION: A winding roller(2) is drum-shaped. A rotation axis(4) is inserted into a central part of the winding roller. A rotation handle(5) is mounted on both ends of the rotation axis. A winding unit(2b) is formed by a gap between partitions(2a). A manhole wire pipe is a wire pipe buried in an underground wire path. A manhole wire pipe transfer unit(9) transfers the manhole wire pipe. The manhole wire pipe transfer unit is made of a wire(9a) and a drum(9b).
