PURPOSE: A temperature stabilizing device using a Peltier device and a method thereof are provided to change a direction of a current which flows in a Peltier device attached to an IC chip according to a sensed temperature, thereby providing a stable operating environment at high and low temperatures. CONSTITUTION: A Peltier device(300) is attached to an IC chip. A temperature sensing unit(100) senses the temperature of the IC chip. A Peltier device control circuit(200) cools or heats the IC chip by changing a direction of a current which flows in the Peltier device according to the sensed temperature. If the sensed temperature is lower than a first reference temperature, the Peltier device control circuit makes the current flowing in the Peltier device to flow in a first direction. If the sensed temperature is higher than the first reference temperature, the Peltier device control circuit makes the current flowing in the Peltier device to flow in a second direction.
