PURPOSE: A video encoding/decoding method for encoding/decoding a symbol in a hierarchical structure and a device thereof are provided to determine a symbol encoding method considering a symbol feature such as symbol distribution in the video encoding device. CONSTITUTION: A video encoding device encodes a picture of video based on data units of a hierarchical structure(131). The video encoding device determines a symbol for the encoded picture(132). The video encoding device determines an encoding method of the symbol based on a determined symbol feature(133). The video encoding device encodes the symbol according to a determined encoding method(134).
