PURPOSE: A battery management system and method, and a power storage device using the same are provided to steadily maintain output of a battery by rapidly executing cell balancing. CONSTITUTION: A cell balancing circuit(300) comprises a discharge resistance, a cell balancing switch connecting a cell and the discharge resistance, a temperature measuring unit, and a capacitor storing voltage of the cell. An A-D converter(310) changes discharge resistance temperature delivered as an analog signal from the temperature measuring unit into a digital signal. An AFE(Analog Front End)(320) adds a predetermined amplified value to the digital signal and amplifies the digital signal. An MCU(Micro Control Unit)(330) measures the voltage of the cell saved in the capacitor and determines whether cell balancing is executed or not. The MC controls on and off of the cell balancing switch by transferring a tm location control signal to the cell balancing switch. |
