Provided are a catalyst which is excellent in the denitrification performance even in the presence of Sox to perform denitrification and desulfurization simultaneously and efficiently, and a method for simultaneous removal of Sox and NOx in flue gas by using the same. A method for simultaneous removal of Sox and NOx in flue gas comprises the steps of: injecting a reducing agent into the flue gas; and passing the flue gas into which the reducing agent is injected through a catalytic layer filled with a catalyst comprising carbon and inorganic materials in a temperature range of 100 to 300 deg.C. The reducing agent is ammonia or urea. The catalytic layer comprises 5 to 80% by weight of carbon based on the total weight of the catalyst. The organic materials of the catalytic layer are one or more alkali compounds selected from the group consisting of Ca(OH)2, CaO, CaCO3, NaHCO3, and Na2CO3.
