The process comprises stripping a volatile chlorinated substance contained in a liquid effluent, performing photolysis of chlorinated pollutants, performing photocatalysis of chlorinated pollutants using titanium dioxide in anatase crystalline form as a catalyst, washing the catalyst with ultrapure water or low mineral content water for photocatalytic conversion of chloroform, regenerating the catalyst, and reintroducing chlorinated oxidizing compounds from the treatment of chlorinated pollutants by photolysis steps and/or photocatalysis in effluent to be treated. The process comprises stripping a volatile chlorinated substance contained in a liquid effluent, performing photolysis of chlorinated pollutants, performing photocatalysis of chlorinated pollutants using titanium dioxide in anatase crystalline form as a catalyst, washing the catalyst with ultrapure water or low mineral content water for photocatalytic conversion of chloroform, regenerating the catalyst, and reintroducing chlorinated oxidizing compounds from the treatment of chlorinated pollutants by photolysis and/or photocatalysis steps in effluent to be treated. The step of photocatalysis is carried out by UV radiation having a wavelength of 250-388 nm. The catalyst is reused in another step of photocatalysis. An independent claim is included for a device for conversion of chlorinated pollutants contained in a liquid effluent to be treated in chlorinated oxidizing compounds.
