PURPOSE: Hot asphalt and recycling hot asphalt mixture and a manufacturing device thereof are provided to manufacture a hot asphalt mixture of a high quality and maximize use of waste resources by recycling wasted aggregates for asphalt concrete for a surface course or base course. CONSTITUTION: Hot asphalt and recycling hot asphalt mixture are composed of 100 parts by weight of aggregate, 0.3 to 8 parts by weight of straight asphalt, and 0.3 to 8 parts by weight of a modified asphalt mixture. The aggregate compound is composed of 1 to 90% by weight of recycled aggregate, 5 to 95% by weight of new aggregate, and 1 to 6% by weight of filler.
