PROBLEM TO BE SOLVED: To normally drive a motor even when output voltage of a primary power supply unit fluctuates.

SOLUTION: A drive controller includes a motor drive control part 5b which attenuates charging to a secondary battery 2 by electromotive force of a solar battery 1 rather than charging at the point of time before driving a motor, and reinforces the charging to the secondary battery 2 rather than the charging at the point of time after driving the motor. Reinforcement of the charging by a battery voltage detection part 8b which detects voltage of a secondary power supply unit and the motor drive control part 5b is performed when the detected voltage is equal to or less than predetermined voltage.
