SOLUTION: A relationship determination device includes: a dispersion value calculation part for receiving an object associated with at least two specific user identifiers of user identifiers capable of identifying persons and position information and time information associated with the object, and calculating a dispersion value of a position and a dispersion value of a time on the basis of the received position information and time information; and a relationship determination part for determining to have a predetermined relationship between persons identified by the specific user identifiers, when the dispersion value of the position is equal to or more than a first threshold value and the dispersion value of the time is equal to or more than a second threshold value.
