Each vehicle (26) in a jurisdiction is registered and has a GPS receiver and transmitter (26) transmit in real time location data of the vehicle via a wireless communication system (30) to an electronic storage subsystem (32) which stores for each vehicle identification code the location data and time in real time and maintains it for a predetermined period of time. A monitoring system (R1, R2, R3, 48) also detects moving vehicles in an area, and positions reported by the monitoring means are compared (52) with information (54) being recorded on the computer system, and if these do not correlate, an unregistered vehicle alarm (56) is generated. The system may be limited to a system which requires only vehicles entering at a border point, only new vehicles with GPS receivers and wireless transmitters installed at the time of manufacture or preferably a system covering all vehicles. |
